Facility Maintenance and Operations

The Rockport-Fulton ISD Operational Services Department is responsible for custodial services, building and grounds maintenance, energy management, purchasing, the school store, shipping and receiving, safety and security, and construction.

Custodial staff is assigned to each campus or department on a square footage basis. Custodians are directly responsible to the assigned campus administrator. The custodial staff is responsible for providing a clean and safe learning environment for our students. During summer and holiday breaks the staff performs deep-cleaning, floor stripping and waxing, and carpet cleaning tasks which are not possible when students and teaching staff are present. Emmett McDonald, Custodial Supervisor, is responsible for the supervision, training, and assigning of custodial staff.

Maintenance Technicians are sent to handle facility repairs, installation of equipment, painting, minor construction, and many other various tasks. Maintenance Technicians are to report any repair to the Operations Office that they cannot accomplish for further evaluation. Skilled trades personnel in the HVAC, Electrical, and Plumbing departments are assigned to accomplish the more involved tasks. District grounds are cared for by the Grounds keeping crew. All maintenance staff reports directly to Dwayne Solis, Maintenance Crew Foreman.
All maintenance is scheduled through the online work order request system through the Operational Services Office. Any employee may put in an online request for services. It is then sent to the Operational Services Department for approval and assignment to the appropriate staff.

All equipment and supply orders are delivered to the Shipping and Receiving Warehouse at Rockport Elementary. Purchasing, the School Store, and the district Print Shop are also located here. Gerald Goodwin, Purchasing and Warehouse Supervisor, is responsible for these operations.

All Energy Management is handled by Thomas Hill. Anytime there is a problem with temperature or humidity issues, a work order should be submitted as soon as possible so that an immediate response is possible. Scheduling of air conditioning and heating for special events is done by contacting Energy Management through email.

All Safety and Security measures such as district hardening, visitor management, policies, procedures, and planning are directed by Chief Brian Tullis, ACISD Police Department.

Construction projects are directed by Norman Spears, Executive Director of Operational Services. Recent construction projects include ongoing Hurricane Harvey recovery, a replacement practice gym, HS Culinary Arts remodel, and the new Maritime program.

Kim Arcand, Administrative Assistant to the Director, assists in coordinating all department activities, and processing of work orders, purchase orders, and time sheets.

The Operational Services Department is dedicated to providing a clean, safe, and secure educational environment for the students of RFISD.
